sorry for posting again but just had to add that my 40 hp evinrude is peeing out the pee hole but not running through motor and running hot. What to do?
Engine manufacturers don't install thermostats just for the heck of it. Just like your car, the engine operates best at a temperature that is determined by the thermostat. Remove them and the engine runs too cool. When they malfunction the engine can run hot. Since your engine is running hot without them, you have other problems such as the clogged cooling passages or weak water pump as was mentioned.
