Converting 9.9 to 15

How would I convert a 1995 Evinrude 255cc of 9.9hp to 15 hp. All the electrically and engine part numbers are apparently the same in the manuals. Thanks in advance for your help.

The carburetor is the only difference that I can find. There are 4 of them listed for that year. I checked the price on one and it is $231.66. Still interested??

You may find that the two motors are rated at different rpms. Don't turn it up and you got a 9.9. Twist it a tad more and you got a 15.
