Chesapeake Bay Yellow Perch

First year I've gone after yellow perch, so what's the best way to fish for them setup wise? I'll be fishing the Pax River. One major drawback though, no boat. So I'll be on the pier.

On the bottom or close to it with minnows. We have been catching them big time in the SE Va rivers.
