Changing a Bimini cleat Ventura 19

Wondering if anyone has any ideas, we are trying to change our Bimini cleat but we can't get the old one off, does anyone have any experience with this or any advice? The screws just keep turning and won't come out, we've tried prying it off but don't want to damage the boat.

I picture would help. There are likely nuts behind the fiberglass. Can you get behind it?

Most likely behind the clear in order.
Gelcoat, fiberglass, wood, steel plate and glass. The wood and steel plate may or may not be glasses in. Now I believe we used locknuts on those cleats. 5/8 I believe. Should be able to just get a wrench on it and take the nuts off

5/8 dia loknuts ?? Must be one big heavy duty cleat !!
