Not sure if you confirm continuity when installing new anodes, but I think it is a MUST. I learned the hard way, that if you don't clean-off a sufficient amount of oxidized material and debris, that you may not have a true conductive pathway between your zincs.
I spent half hour yesterday trying to get continuity between my "waffle zinc" bolts, and the hydraulic manifold that they screw into.........the manifold's female threads wouldn't permit a good connection. I wish I had a small/long wire brush that would fit into the 1/4" threaded hole.....:facepalm:

How about using a cleaning rod and brush for a small caliber rifle??? Or use a tap/die set for cleaning up the threads.

It's probably not a problem with the threads, more likely the problem is the manifold itself is not grounded to the transom shield. If the bolts holding the manifold on are not making contact with the transom shield due to corrosion, you won't get contact at the manifold either.
A 1/4-20 tap will clean the threads, I actually ground some of the beginning threads off of one tap just for cleaning threads. (sort of a home made bottoming tap)

The manifold is grounded fine, it's the female (aluminum?) threads inside the manifold that have oxidized material (i.e. white dust) that just doesn't make good contact.
Thanks for the ideas of a tap or brush for a rifle bore. I'm embarrased that I didn't think of the gun brush.........duh, on me.

Gun brush kit from wally world cheap and easy. And use some of the rust solvent, it will help remove crud.
