Much easier to do and between the cost of the rebuild kit, the labor and the risk that you're going to miss getting ALL the passages really clean, it's not much more money. It's a very quick fix and the carbs are pretty easy to swap. ALSO, you can check with Paul, but I believe on that motor you could also put the 15HP carb on it to get some more power out of that motor, as the rest of the motor is the same between the 9.9 and 15 HP versions. The carb was the only thing different. So now that extra couple bucks on a new carb not only buys you a good running motor, but a few extra HP as well.
