cant remove steering on 1990 150 rude

steering on my boat(1990 javelin/ 150 evinrude xp) is very tough even when the steering cables are disconnected from motor. i cant see anyplace to lube the cables, so i decided to just replace the whole rack/cable assembly. i cannot figure out how to remove the steering shaft. i removed the steering wheel from the adapter cup, then removed the cup from the shaft. now im looking at a metal plate on the steering shaft that i cant seem to remove. how does it remove? is it part of the shaft? im wondering if i need to take the rack apart from the back and then pull the shaft and plate out from the front. somebody please help, i want to go fishing!

seems like there are 3 bolts that hold it.

i found 3 7/16 nuts behind the dash. i removed 2 of them, but on the 3rd one the nut and the bolt both spin when i try to remove it. i dont see the heads of the bolts when im looking at it from the front(i assume their behind the cup thats behind the steering wheel.

ok you do not have the steering wheel off. remove the center of the steering wheel, there is a nut in there, loosen the nut, to the end of the shaft, but leave it on. now put your knees behind the steering wheel appling pressure, now take a couple of rapps with a hammer on the center nut, the wheel should pop off. then you will find screws hold the the bezel, remove it and you can get to the bolt.
