Can’t close cowling on 2000 BF130

Hi, I recently purchased a 2000 Honda bf130 and I’ve never owned a Honda before. I got the motor with the cowl off and I can’t seem to figure out how to get it to close. There’s something preventing the front going down. Is there a trick I’m missing?

Looks to me like you need to rotate the latch handle 90deg , looks like the latch is in the closed position in the pic. You may have to push down on the cover as you rotate the latch to close it.
