You have disc brakes.That pin dangeling in pic is supposed to be inserted into a hole on the tounge. That is what locks out the brakes for reverse.Been there done that. Your trailer should sit level with your tow vehicle. If it is higher you do not have enough tounge weight. this will make trailer not track right.
