It can probably be put on with come-alongs using the stern eyes or even deck cleats, or simply brute force. But forget about EVER driving it on the highway because you are risking other people's lives.
If it is wooden boat the stem should be strong enough to handle a bow eye installation, with proper tools and a long shank drill. If it a fiberglass boat with no original eye in the stem, its not intended for trailering so forgetaboutit.
