Bow Eye Hook

I have a 1984 Rinker 18 ft open bow boat. The bow eye hook is loosening, but I can't figure out how to get to the nuts inside the hull. The front seat does not appear to be removable. Any ideas?

On my boat the front seat is bolted from the bottom and can only be gotton to by reaching in from the storage compartments on either side and come up from underneath

Are there lock nuts on the outside of the bow eye? Normally you can tighten them, does the same thing.
