I don't know the ocean pro but seems to me the problem is with the carbs - - the needle in the float bowl is not seating therefore not stopping gas from entering.
Easy enough to check the pump. Pull the pulse hose off the pump and squeeze the bulb up. If your pump diaphram is bad then gas will come out of the pulse hose nipple of the pump.
Also may want to check the red (manual)lever of the fuel primer solenoid in the engine compartment and insure that it is closed and seated all the way in the clockwise direction.
