I just bought a used 1990 115 Johnson that won't go past 2000 rpm (estimated. It has no tach). I looked at the cables and found that the stroke of the throttle cable is only 2", therefore, the engine throttle is not able to travel all the way to full speed. The shifter cable on the other hand does have a stroke of 3+". I looked online and see that Johnson Evinrude control cables have a 3"+ stroke.
