Binnacle Control with separate fuel control

Just bought a used Whaler with a 1990 70 hp evinrude - it had been sitting and took me a while to get running = wasnt until I read a post on here that stated you must give it fuel to get it to start (as in advance the throttle) Well this worked and after thinking I had a fuel or spark problem I now see I have a dangerous situation. It appears they used the original control which will allow me to give it gas but also allows the engine to start while in gear.
I had a mid 80's Johnson with a side mount control - it had a seperate tab that could be used to advance the fuel without putting the engine into gear -
do they make this type of unit for a top mount control? I called west marine and like calling a lot of places these days I discovered they knew less than I did (and thats not much) about this.
Any help would be greatly appreciated. Dying to get the boat out but not if I have to point it in a safe direction to start since once I turn it over we are moving forward..

raining outside and I just covered it up let me see if I can find one online that is similar

I have a Morse binnacle control and to advance the throttle out of gear I have to pull the shaft out to disengage the gears; you may have the same type of control, try it. Good luck

here is a pic of the type of side control I mentioned - it has the main control but also the piece that lifts so you can give gas while starting the engine when it is cold

do you have a automatic choke, it will be the little black cylinder with a red thumb switch on your motor with a push key in switch ?

It has the push choke - but will not start when cold yet (again it sat for 10 years and we just got it to fire yesterday_ Maybe after it has been tuned up and ran for a while that will be all it takes??? Just not now -

If you look on the pic the control says Pull throttle etc
I tried pulling on that thing in just about every direction I could think of - didnt move in any way - does yours pull straight up?

to be clear how that actually works, the lever you lift doesn't give it gas it advances the timing to help it start easier, bumping the key makes the choke come on momentarily to give it more gas but is only on if the key is pushed in, remember you are the computer on this engine.

If the boat starts in gear they have disables the neutral saftey switch or it quit working, it is inside the throttle box so you will need to break the box open to repair it which I suggest you do, it is there for a reason.

On my Morse control you simply pull the throttle handle straight out and push it forward and it is out of gear and lets you advance the gas, OMC may be totally different.

That version of OMC control is the same. Pull the handle sideways OUT. However age and corrosion may have done its thing and it is stuck. Try to wiggle the handle and at the same time pull it out.

Thanks when I get home from work I will see what I can do - to make sure I am understanding the handle should move sideways = the direction of the arrow on the handle left of where it says Neutral -

Yes.
But it is important that the remote itself is in neutral as well. Take a firm grip down where it 'rotates' and pull out, not just on top of handle.

After a little coaxing the control slid out - a little oil and it is getting easier - looks like I already have what I need - sure glad I asked before spending $200 $300 on a new one
It had froze up and took a few taps with a small hammer but it came out ...... Thanks everyone
