Is it advisable to remove this gimble ring assembly to clean/strip to repaint, or is that just a can of worms that is not worth the potential problems? Fresh water boat.
hard to tell from the photo if the white is barnacle or corrosion.I would clean it up with wire brush or light sandpaper or scotchbrite and prime with zinc chromate or phosphate bare surfaces and topcoat with spray paint.
