Any idea where this wire goes?

This is off of my 74 Merc 650 3 cyl. If you look at the top of the switch box, you will see a cut wire. I am unclear after referring to my manual but i suspect it goes to the tilt switch. Anyone know for sure what it goes to?

Yep, kill wire to the tilt (mercury) switch.

That mercury switch is supposed to be mounted here (red circle):

Is the small metal cylinder just to the left of red circle a fuel filter by chance?

Never seen that exact one myself, but sure looks like that would be a fuel filter. That's where it would go, just after the pump and before the carbs.
