Another tilt trim problem!! help???

Still can't get the tilt trim unit to work on my 1993 Johnson 90hp outboard. I have rebuilt all 3 pistons and replaced the screen on the tilt trim motor. Itstill does the exact same thing it was doing before I rebuilt it except now it doesn't leak fluid from the center piston. The motor spins free and seems to spin plenty fast, but it never moves any of the pistons. It is like it is not moving any fluid???? It is full by the way. Yes the manual release screw is closed. Any idea why it wont work??? The coupler is fine as well. I checked it when I had the motor off to replace the filter.

When the PTT unit is as it should be, the electric motor runs, the manual release valve is closed, the unit is full of lubricant, and nothing works, the usual problem is an air lock under the oil pump Proceed with the following.

Engine in full tilt position. Remove reservoir fill plug screw. Insert a air nozzle up against the reservoir fill hole with rags (or something) packed around it to obtain a tight fit. Apply just a slight amount of pressurized air (10 psi resommended) to the reservoir. This will force the oil under the oil pump to remove the air lock. DO NOT go crazy with the air pressure (15 psi tops!).

Bet you didn't prime the oil pump before putting it back together.

Ok I tried the air pressure deal. It did not work. It still does the same thing the motor runs fine but wont make it move at all?????? Any more ideas? I do have it off the boat. Does it have to have a load on it?
