Another old outboard tool, flusher (photos)

Here is another old flusher tool (?) I got with all the old outboard stuff. May or may not be an outboard tool, this one does not appear to be home made tho. It will screw to a standard garden hose. maybe used to flush a cylinder head ? cheers

Reminds me of a gutter cleaning attachment used on a powerwasher.

Looks a lot like a homebrewing bottle washer to me....
