Alpha 1 Gen 2 shift shaft seal replacement

Looking for info on a part. Found some water in lower oil while changing it, pressure test found the issue was the shift shaft bushing, seal was torn and all oily. The replacement I got is missing this washer. I can't find any info or part number for it. Only thing I can find is a shift shaft sleeve , which looks like a different part.
I'm guessing this washer compresses onto the shift shaft oil bushing?

Should this lower (1999 A1G2) also have a shift shaft sleeve installed? (Mercruiser 23-67370)
I've never had this part on my lower, but im wondering if it should.

I think it uses either the sleeve or the washer in this parts breakdown both are listed as part #34. you should be able to track it by your serial number, may be a minor change
