Air/Fuel 25 HP 2 cycle evinrude

I have a 1990 25 hp evinrude with good compression and spark. The fuel line ball goes flat when I run the engine. I have put in clean gas, tried a different tank and a different line, cleaned spark plugs and replaced the float valve and float in the carbuerator after I cleaned it, but still have the same problem. Please advise.

Make certain that the fuel flow through the line is in the direction indicated by the squeeze bulb and that any tank vent is open.

The vent is open and the fuel line correct. Could it be collapsed old fuel line tubes?
