Adding ballast to the bow?

Those Drains would have been fine if someone hadn't butchered the Well to run Cable/Hoses through the Bottom of it, and likely cut a Access Hole in the Bottom as well, and what was put in the Hole is likely no longer sealing. Cables and Hoses needed to be Routed through much higher, near the top of the Well on the Walls

I'm not sure what you're talking about. Nobody has butchered up anything on this boat. The fuel line and wires coming from under the deck and the bilge are routed up thru the factory fittings. The bilge access hatch is factory too as verified by a picture of one other outboard version of this boat I found in my research. Attached pic is of the inside of the boat at the deck level. The black hatch leads to the bilge.
