Achor bracket fix

I have recently bought a boat with the achor bracket not attached.Now when taken the 5 screws out I have found there broken off.It seems there is a nut in the bottom of the screw hole,I cant see it but it sets on a pullpit out on the end of the bow and there is not really a way to though bolt it without it looking horrible,any suggestions,the screws that are broken are mechine thread and about 2 1/2 inches left,thats why I assume there is a nut in the bottom of the screw hole,Need to fix this some how, Thanks rick

A picture would help.
I've used stainless steel 'Togglers' with much success to attach hardware when there is no access below.

If you post a pic it may help us see what you are against and provide suggestions...is it a fiberglass or aluminum hull?
