97 50HP JOHNSON SLOW SPEED NEEDLE

Hi guys,<br />After a carb rebuild i was trying to adjust the slow speed needle and my manual says to turn the screw 2 1/2 turns, how do you do this? do you screw it first and then loose it 2 1/2 turns? or you just screw it 2 1/2 turns..also when at idle do the carbs butterflies are supossed to be closed? or you need to adjust them until you get your desired rpms?

Turn in all the way in and then back it out 2 1/2 turns. The butterflies will look closed but will be slightly open, if you have a manual you should do a link and synch after you rebuild the carbs.
