96 25HP how to remove starter braket

I want to remove the carb. on my 1996 Evinrude 25HP tiller motor.

I believe the starter has to be removed before the carb can be removed.

read here that there are 3 bolts I can only see 2 to remove the starter braket,
anyone happen to know where the 3rd bolt is located?

I have an arrow at the bolt it's just behind the red electrical connection.

Remove nut #44, screws #47 and #74
#47 'hidden' behind the relay.

1.is this the only carb. adjustment on this motor? and is it referred to as a needle and seat?

2.how is the carb. linkage dissassembled? is there a special tool required?
