90hp merc oil tank

notice i had oil everywhere on motor when i took the cowlin off,,,looks as if something is missin from the tank,,,

There is a plastic plug there but I dunno if it acts as a seal, I don't think it does. More likely reason is the necks of the tanks commonly warp and then the cap does not seal.
