9.9 will not run

Evinrude 1999 4-stroke 9.9. Trying to get this to run of the boat. On the boat it was electic start and hooked into the boat. Noticed the plug from the boat had a mating plug which was intended for this purpose. Plugged them in and used a charger to fire it up. Started up and idles but whenever I tried to open it up it will not rev up. Is there some reason it will not run out of the boat? Seems the spark may be weak or some other limiting factor.

Ran fine in the water. When I went to winterize there was water in the lower cylinder when spark plug was pulled. Replaced head gasket and trying to test run in the shop.

After you pulled the head and ect, when you put it back together did you get the crankshaft and cam shaft pulley belt timing correct ??

The crank and the cam each have a timing mark and I am fairly certain it is correct. Does it matter if the crank is 360 deg off? Have tried it both ways and does not seem to matter.

Not having worked on one of these models, I am not sure, but would think that it should not make any difference as long as they aligned. However since you replaced the headgasket, it might have been a different thickness than the original, which could then effect the valve clearances. You may have to re-set them.
