I have a 97 2 stroke 9.9EL mariner outboard hooked up on my boat as a kicker motor I use for trolling. I've had it for about 4 years and it has worked flawlessly. There is a seperate throttle control hooked up for use on the motor. I used it last weekend with no issues. This weekend I started it up just to run it for a little while and it ran fine. Upon trying to shut it off, I couldn't. I turned the key off, kept running, flipped the little run switch, kept running. I had to turn the idle down until it stalled. Now it won't start by using the key. I can start the motor by jumping across the two large terminals on the starter solenoid when the key is on, but it still won't shut off. Mud wasps had made a nest that covered the two small top wires on this solenoid which I cleaned off. I wonder if this could be related to my problems? I took the control apart everything looks brand new, all wires are good, the fuse by the solenoid is ok. Please help me if you can I'm going next weekend to try and fix it. Thanks.

if it ran by jumpstarting the solenoid then your problem lies from the engine harness back to the ignition switch. Make sure all grounds are connected

Re: 9.9 Mariner won't stop/ won't start

Well I checked all the grounds and everything seems to be fine. I even tried running a ground from one of my batteries to different grounds on the engine while it was running with the key off and it wouldn't shut off. I'm thinking switch but it won't shut off with the lanyard run/off switch either. Any suggestions on how to test to find out what's wrong? Thanks for any help in advance. I have a wiring diagram of control and engine.

I have had the same problem, though the boat has been resting for 2 years. You say you have a wiring diagram? I could use your help on that. My controller is a Quicksilver. I took it off to get a friend to help solve the problem. He never helped so now I am trying to put it back together again. Mine would start with the key on and the pull cord and shut off with the switch. It quit starting with the key.
If you can help with the wiring I would appreciate it.

Won't crank to start, then won't shut off, first thing I'd check is where the motor wiring connects to the boat wiring. An un-plugged cannon plug will cause these exact problems.

Thanks Charlie I need to check that plug connection tonight you might be right I recently changed a side louver on the side with the wiring harness. The motor worked fine after that but I may have been enough activity to loosen it up. Scott you can google Commander 2000 remote control wiring diagram and I think you'll get all the wiring info you need, I'd give you direct link but it's really long. Thanks guys I'll post the results of my finds for future reference.

Thanks CharlieB U DA MAN! Sometimes the soulution is the most obvious and right in front of your face. I tend to overthink situations sometimes and don't check the obvious first. The plug had come apart. It was located in some plastic tubing so I had to cut it apart to see it but apparently it had come apart from the motor turning back and forth. Thanks this was the best kind of fix - free and easy! Hard to beat that.
