9.9 dies after pushing in Choke

I have a 2005 9.9 tiller, used as a kicker. I was told by the dealer that this is a Tohatsu power head. 2 years ago I replaced the carb with a new one, doing the work myself. This version of the carb got rid of the primer bulb, by the way. It has run fine.
Recently, it will die when I push the choke in even though I am sure it has warmed up. Pulling the choke out the motor revs up fairly high RPMs, even with the throttle in the start location. If I push the choke to the half-way notch, it revs down, may still idle or not, but as soon as I push it all the way in, it will die.
Any ideas how to fix this?

Sounds like my neighbor's lawnmower, the problem was the hi-speed tube was plugged; this could be your problem too.

Clean the carburetor.----And run fuel out of the carburetor at the end of the boating trip.-----An empty carburetor stays clean.
