89 Johnson 60 HP VRO No Start

I recently purchased this boat knowing it didn’t run right, and I should say I have no experience with boats and or 2 strokes. Previous owner stated motor would flood and wouldnt pee, as well that it would go into limp mode sometimes. Since I’ve purchased it, it pee’s fine, doesn’t flood, and doesn’t go into limp mode. However while idling it seems like it has a misfire or runs really rough from cylinder 3 and will not idle in gear or it wont let me slow without dying, but seems to run well with throttle in gear. I shuffled around the sparkplugs, still cylinder 3. Shuffled around the coilpacks, still cylinder 3. Tested the continuity of the plug boots, and was fine. So I ended up purchasing a new power pack and installed it, went to start it and it will crank and maybe start for a few seconds and die. I tried many times and couldn't get it to start. So I reinstalled the old power pack and the same problem. Any help would be greatly appreciated.

Some will argue----Step #1 is a compression test.---Post the actual numbers here.-----Does tell tale hose come off the side of the engine block or off the top ?

Thank you for your response, my compression test was done with a pretty old harbor freight tester and i got dead nuts 70 on all 3 cylinders, it seemed low but I wasn’t sure since the state of the tester. The tell tale comes out the side next to the engine.

Does the tell tale hose fitting come off the side of the block , yes or no ?-----Note----I know what a 3 cylinder 60 looks like.

There was a service bulletin in 1994 to move tell tale fitting from the side of the block to the top of the block.-----I would be taking the head off to look at cylinder walls.----At 85 PSI there might be serious issues.

Your compression is horrible. Is your starter spinning fast enough? Where did you buy the CDI box from? Do you have a factory manual?

I’m not sure how its supposed to spin so I couldn’t really tell you if its spinning fast enough. I bought the box from amazon. And no I have not got a manual yet. Where would you recommend getting one from?
*I Plan on taking the head off here soon to check it out
