89 evinrude runs rough, wont accelerate under load

1989 25 hp starts, but will only idle if i push choke every 10 sec or so. I've replaced the entire fuel delivery system, and gunk-out the carb but little change. Also cleaned and re-checked plug gap. Any ideas would help.

Its got junk in the jets that will not dissolve, get rebuild kit and do it up, its very simple to do.
If you're nervous just watch some of the instructional video's on Youtube, rebuilding is easier than actually removing the carb, once you have iit on the table its simple.

Thanks again JONESG. Rebuilt the carb, and was it totally full of schmeg! I'm amazed it even started before. You were right, the rebuild was exactly what was needed. After re-installing the carb, there was no water stream. So I pulled the lower unit and changed the impeller & gearcase lube. Just got back from Fishtrap lake and she runs smoother than ever before. Thanks again!
