'88 evinrude 60, lean upper carb?

Cleaned carbs...several times. Repaired fuel line leak, but top carb on my 1988 evinrude 60 is still running lean...what next? It was sneezing a little on the flush muffs but stopped in the water. After a little run at high speed I checked the temp and all heads and the thermostat housing were 139-141, fine. Pulled the plugs and the top plug is definitely running lean. Not scorch the plug lean, but definitely not running right. What next? Open to any and all suggestions!

Most outboards will run a little hotter on the upper cylinders. This can cause a "lean" looking plug.
If you can do this safely run it out on the water and shoot a very little carb spray in the top carb. If it picks up rpms you are probably lean. Go and recheck the carbs. Pay special attention to ALL the tiny hles and passages.
If your engine sags when sprayed it's not lean.
