88' Alpha 1 outdrive removal

on the starboard side top bolt of my 88' Merc. Alpha 1 outdrives there is a stainless steel sleeve. Recessed in this sleeve is a threaded washer type "thing with a pattern of notches in it. It is obvious there is a special socket or tool to unthread this "thing from the bolt. The other five bolts have standard lock nuts on them.

What tool is necessary to remove this bolt?

Only the one that came with the outdrive lock. Without the key the sleeve can be cut away and the inner nut removed.
Dremel, disc wheel, pencil grinder, etc.

Thnxs Bt doctur-

I cut the sleeve with a dremel and was able to unthread the nut with a pair of vise-grips. Only to unveil a whole new chore. I have water in the bellows. :(
