88 135hp merc. trouble getting up to speed

My merc. has a 88 135hp motor and when I give it throttle to take off in forward it takes awhile for it to reach its max speed which im not sure what that is. The gauges are questionable as to if they really work or not. I've got a 14.5 X 19 prop on the boat. If I put the throttle in the neutral and gas it it takes right off to full throttle. I've also incountered another issue as when I start the boat up and go to drive off the boat won't go fast at all. I have to wait for the boat to reach temp. over 180 degrees. I was having problems with the boat starting and I was able to fix that problem. The owner before me didn't have the choke hooked up and I took care of that problem. Now the boat starts up awsome and idles great. Any advise is good. Thanks

I am assuming that this is an I/O? 188 degrees is getting kinda hot for an outboard. What size is the boat? could be a prop issue take a grease pen and mark the hub of your prop nex time you take it out to see if it is spinning on the hub.
