I have a 70 hp johnson that i had the engine rebuilt two years ago. I took it out one time. I didn't get it in the water last year. I put it in the water yesterday. The engine started and when I try to accelerate the boat moves but will not pick up any speed. I can rev the engine when it's not in gear but when it is not it just goes real slow and never revs.

Have you tried pumping the bulb while in gear, To see if the speed picks up.
I had a simular problem and it was my fuel pump.

improper winterizing, contaminated carbs. you also may need a water pump service.

I have the same motor & HAD the same problem :(
I rebuilt the carbs, did a link 'n sync, fixed a couple very small fuel line leaks & de-carbed the motor- runs like a molested monkey now :D

I had the exact same problem with my old 92 'rude 70. It wound up being the timer base was out of lubrication and was stuck. Pushing the throttle forward wouldn't advance the timing.

Check to make sure that the throttle arm is rotating the timerbase when you push the throttle forward. If not, you need to pull the flywheel, remove the stator, and relubricate the channel the timerbase sits in.
