Is it ok to put the primer bulb next to the engine for easy access?

Sure is. Easy access should always be a priority on a boat.

Yep - - the engine has no idea where you put the primer -

When priming the primer bulb, it works best when the arrow on the bulb is pointing up. (the internal ball valves work best that way.)
