Unbolt the stearing arm from the motor and try to turn the motor side to side by hand. If it is free you need to lube/replace stearing cable. If not hit the grease fittings on the motor mount with a couple squirts from a grease gun while you are there.
At our shop, we do not bother trying to repair the steering...Replacing is a better method and eliminates the risk of an accident on the water.<br /><br />TMD
