when you figure out what you have i can dig a bit deeper in the trouble shooting but based on your post i'm guessing a dual solenoid set up with one gone bad.

My bad! I went and put a 30 Amp fuse on my power wire when I upgraded my wiring, these pumps have a built in fuse so now I assume I don't need one on that line? Changed the blown fuse and now it goes up and down properly. My question now is, how do I set the limit switch as I disconnected it before, I would like it working. Thanks!

never hurts to have a fuse.

i'll peruse the manual to see if I can find some stuff on the limits but honestly i don't worry about it on an outboard. I can see and hear it.

Don't be surprised if the trim limit switch is bad. A lot of them break over the years.

Trim limit switches are nice to have, but most boats do not need them, as the prop will ventilate, before the trim gets to it's limit. You can test your boat to see if this is true for you.
