79 Cobalt shift interrupter

The shift interrupter had not been working but I was able to find and fix a wire that wasn't allowing it to ground the igntion. Now I adjusted the lower and upper shift cables to factory spec, but when going from forward to neutral it kills the engine unless u rock the shifter. Reverse to neutral doesn't seem as bad. The Lowe shift cable is new. Would the upper shift cable cause this?

Absolutely not.

You need to be looking for any 'tightness' from the shift plate to the shift crank (lever that actually moved the dog clutch). If pull the drive and check...
Shift plate lever spring
Lower shift cable
Shift slide and cavity
Upper shift shaft bushing
Intermediate shift shaft bushing
Lower shift shaft bushing...
