Has anyone here added a water spray indicator by drilling a block and tapping fitting with hose through cowling on a motor that previously did not have one? Would that indicate the t-stats are good also if water is spraying out?

Lots have done it, run a search and you will find several posts on it.
If done like the factory, the tell-tale is before the thermostat, it shows that the water pump is pumping. You can still have an overheat condition even if the pump is working correctly. A defective thermostat(s), head gasket, gromets a probably several other things.

There was a real good article by ezmobee I think that showed exactly how to do this and there even was a sticky a long time ago. The post gave part numbers and detailed instructions on how to add one where there wasn't one. It inspired me to do mine ;)

Another option might be to find a used outer exhaust cover from a later model and just swap it out.

Well then I'm gonna do it. Just a little nervous. What then is the best way to confirm the thermostats are opening?

Start your engine cold, running on the garden hose. Hold your hand back by the two exhaust relief holes in the exhaust housing. After about a minute, water droplets will form on your hand. That indicates the thermostat (vernatherm) has opened. A good/normal sign.
