'76 Crysler outboard-Steering Problems

I recently purchased a 1976 Crysler outboard and the steering is extreemly difficult (tight). I have lubed up the hydrolic mechanism attached to the motor itself but curious as to what else i can do before having to take it to a pro. If i do have to take it to the shop it would be nice to already have the problem idenitfied. Any help is greatly appriciated. Thanks!

My guess is this is not a tiller type motor and is controlled by a steering wheel via cables going to the motor. If so there should be a cotter pin connecting the cables to the very front of the motor. Disconnect this and turn the motor from left to right and see if it moves easily. If so the cables are the problem and will probably need to be replaced.
