73 - 65 hp. Johnson very high idle

I picked up a 73-656 hp. Johnson it starts easily and runs great in, problem is it idles at a riediculis high idle, it seems like the arm wont swing back far enough to slow the idle down. I have tried adjusting the arm a bit as well as the cable connection, lubed everythibng up nicely but still when i start the motor it just revs very very high. Is there adjustments that can be made elsewhere to lower the idle?

If you adjust the right piece the idle will most certainly lower and stall the boat,if taken too far.
