6hp water circulation.

Have rebuilt my 1974 6hp which runs well, except that I see no water discharge. I have removed the lower unit and spun the drive shaft with an electric drill, which results in a decent flow up to 12" head of water. Have replaced lower unit, ensuring copper tube to the engine is seated in pump outlet and run the engine with the thermostat housing removed. No flow evident, however. Any suggestions?

Would this also apply to a 60hp evinrude? I had the water muffs hooked up with the engine running but didn't see any water discharging from the upper part. The motor didn't run for made than three minutes at a time. Just wondering if the thermostat would have to open before it would discharge?
