6hp evinrude quits running if tilted down too much

1987 evinrude 6hp runs good if motor is level on back of boat, but if I change the tilt rod position to lowest position the engine quits running after a few minutes. It sounds like a float position problem, but the carb has a new float neddle and seat and the float looked level when I held the carb upside down to check the float when I rebuilt the carb. Any suggestions?

With the carburetor body held upside down, the float being viewed from the side, adjust the float so that the free end of the float (the end opposite the hinge pin) is ever so slightly higher (just ever so slightly off level) than the other end. And when viewed from the end, make sure it is not cocked.
