64 merc stuck in forward

I have a 1964 mercury six cylinder outboard. Its stuck in forward. When i took the engine cover off and disconnected the cable, the lever would move but you could not feel it move between forward, neutral and reverse. Im new to boating so excuse the novice talk. Anyway, i can push the rod down that runs to the lower unit and shift between forward, neutral and reverse. Does anybody have any info on this problem. Thank for the help.

there are two cable comming in the top one is for fuel , the other is for the gears . need to know hp power to tell you

if you can change gear near for engine , it likly your control box it not working right. there is a busching in it may be bad
