60 hp Merc stalls when in gear

Just rebuilt a 60 hp Merc. It runs fine in neutral, but when you put it in gear it bogs down or stalls. Increasing the throttle kills it. Compression is still good, no leaks, everything is new from top to bottom. What do you folks think?

if you have already rebuilt the fuel pump i would think you need to adjust the carb mixtures

Yeah, I did that too, but it doesn't solve the problem. I thought about timing, but the flywheel fits on the crank only one way, so timing variances can only be mechanical range of the throttle adjustment. Am I missing something?
