40hp Johnson won't idle...

got a 1984 40hp Johnson tiller that won't idle. carbs have been cleaned, new plugs and fresh gas. I removed the air box and notice gas will spray out from the top carb. could this be a cracked reed?

What does a compression test show ??------Did this problem show up suddenly or over a period of time ?

the motor sat for 3 years then was purchased at an auction. so no history is known about it. compression test showed 135 in each cylinder.
