I just purchased a 1996 18t Bass Buggy with a 1996 Force by mercury marine outboard. WOT is 5000RPM so seams to be running fine. The problem that i have is that you have to push the key in to choke it in order for it to die. If you turn the key to off it sounds like it kills one of the cyl but not both? Thanks for any help in advance.

Sounds like one of the kill circuit wires is not hooked up correctly, or not hooked up at all. The kill circuit wire comes off of the black Coil/CD Module. I believe it's black with a yellow stripe. Each coil/CD Module has one. They should be tied together at some point fairly close to the Coil/CD Module.

Try disconnecting the 4 wire plug that goes into each Coil/CD Module and look for broken or bent pins both in the connector and the Coil/CD Module itself. I'll bet you'll find a bent or broken pin there, or a female wire connector is pushed out of place not making good connection.

What hp is the motor?
There are different ignition systems and different wiring for different motors.
