4.3mercruiser hole in exhaust pipe

I have a 1993 4.3Mercruiser/Alpha One. There is a hole on the top side of the one piece exhaust pipe just under the jackshaft off to the left a bit. It's like it is a melted hole the size of the end of my pinky finger. WHY?
What are my options and I need info on how to fix.

I just replaced mine. Same exact problem. Typical problem is that the exhaust shutters come apart fall down into the pipe, rub against the pipe (inside) and wear a hole through. The metal is cheap cast. I had enough water coming in that the bildge would kick on every 5-6 minutes.

Here's what really stinks (1) the pipe new is over 600.00. (2) the only way to replace it is to pull out the whole motor.

I bought my pipe from ebay for 200. Paid marina to do the labor. They charged me 330 to pull the motor, put on new pipe, and put new shutters on.

The hole looks like melted but it isn't. It litterally just starts to give way. I tried also patching with JB weld and it didn't hold. Plus Extremely hard to get to.
