3ohp mercury tilt problem

Trim up stopped working but still had trim down. I replaced both up and down relays, now trim up ok but no trim down. My boat has a switch on the remote control and on the engine itself. any ideas would be greatly appreciated

First step would be to go thru and check all electrical connections....clean and tighten. A tiny amount of corrosion can cause problems.
