30hp evinrude wont start

I am trying to help a friend get his engine running. The starter spins but wont engage. going to try and lube it up. I tried to manually start it with a pull cord and it wont start. Pulled both plugs to check for spark. Spark was good. After a while of trying to pull start it fuel started coming out of the exhaust. I figured it was flooded, so I disconnected the fuel supply line and continued to pull to work fuel out. Once i did that i started all over and ended up with the same result. i am going to try and spray some fuel in the carb. There is one single bolt on the top of the carb body where the silencer would go if it had one. Is that what this bolt is for, or does it adjust air fuel mixture? Any suggestions would be greatly appreciated.

What year 30hp are you working on? If fuel is coming out the exhaust, you either have a faulty float needle in the carb, or a fuel pump diaphragm with a pinhole in it. If you haven't tested the spark with an air gap spark tester, then you haven't really tested it properly.
If your motor is newer than 1970 or so, it probably never had an air silencer. You need to look up a parts diagram for your motor, or get a service manual so you know what each part is and what it is for before you start working on it, or you could easily break a part accidentally. An actual OMC service manual is by far better than the clymer or seloc stuff. If you could post the model number or a pic of the parts in question I could give it a shot at helping further.

I made a mistake with the original post. The engine is 1989 Johnson 30 hp model#30elced ser# 08156858. I looked at a parts break down for the carb and it said that the bolt I was talking about was an orifice plug but it looked different. I will go get pics later.
